So I guess I am asking 2 questions, 1) How much and how often should content be freshened? Ideally I am sure its like everyday and as much as possible as long as its all relevant and has good keywords.
But for me its hard because I have to keep most of whats there while trying to add some fresh ways of righting my keywords along with informative content. So about every 3 weeks I change a few keyword phrases around and add relevant new ones. Finally 2) Am I just waisting my time, or is it going to help at all. :D

Matt, are you editing current content or adding new content every 3 weeks?
It seems to be that on the homes for rent site, adding new content would not be an issue as different properties open up.
Wasting your time? No. You should update your site. Many people have a different rule of timing that it should be done. I agree with the 3 week time frame.
However having said that, I will also add this. Don't re do content, key words etc just for the SE. Do it for your viewers. If there is worthy information to be added to your site ( and that is your job to find new worthy info ) that will benefit your viewers then add it and work your keywords around that.

To keep focused on the basics of how I write a blog , frequency of updates, ads etc, I just think "if it were a magazine in a store..."
I would want my search / search engine magazine to have a general theme along the lines of the title - not a bit of gardening, a bit of tech, a bit about the editor's family - and I would definitely want to buy this months edition knowing I would not have to read what I read last month.
As an aside, I wouldn't really want 30 pages of ads before the first article, but sadly that is how it is getting with real world magazines. So in the scheme of things, some different / rotating Ads in a side bar or after an article isnt actually that intrusive and could be a quick way for you not to have to write new copy in order to freshen up your site!

It all depends on the site. If you have a generic site about your business, unless you have content which changes periodically, it would be futile to update the content on even a weekly basis. You could probably try blogging where the need for change in content is real.
In your industry, a blog can be worth your while.
