My client is a European consumer site. In the US, I typically use keyword data to optimize SERP and evaluate new content opportunities. Like everyone else, I use the standard SEO tools that report US search volume and directory listings. But I haven't found any reliable data for non-US countries (other than the UK).
Google claims to have have country-specific databases, but the results seem ridiculously low search volume for keywords I know must be in the top 100.
Any one know of a reliable country-specific keyword tool or database? I'm most interested in Spain, Germany, France, Italy, etc.

First off, welcome to the forums.
Second - I've wrestled witht his same issue, and the closest I've come is Trellian's keyword Discovery suite.
As with all keyword intelligence tools, hwoever, it's a trend indicator.
...and, I've seen, the trends in other areas fo the world don't necessarily map in direction of depth to what we typically see here in North America - meaning:
1 - folsk elsewhere are intereste din different things, to different degrees
2 - given the dilution of market share that occurs outside of NA in terms of search quesry volume share (Google rules here, but is next to nowhere in China, for example), it's completely realistic that when viewing any snapshot as provided via a keyword tool, the numbers may seem inordinately low.
Final bit of advice - do the keyword researcha nd trust your findings - many times I've "followed my gut" on keywords I thought had to be producers, only to learn my keyword research was, in fact, spot on.
Next up - you get what you pay for - free tools have limits that make basing business decisions on the data dangerous.
The biggest hurdle is finding the in-market databases showign queries in localized languages and with cultural norms included. In English we say things one way, yet in Italian, for example, there's no direct translation - still, the topic is popular, so how do you bridge that gap?
That's where folks like Trellian are tryign to fill the void.
I say trying because it's still a work in progress... but in some cases, it's more data than currently available elsewhere.
As for Goolge - I too have heard they have localized database data - trouble is, I'm not aware that they actually share the data reliably or in detail anywhere. If they are sharing it, I'd expect it to be the same old, same old from them giving a "sample" but not displaying true depth of data.

The best suggestion I can make here is using Google's External Keyword Tool in conjunction with Google's Web Trends to narrow down the volume in more local areas.
