Hi,
I recently got invited to this linkpro.org service, in which you need to give 5 outgoing links and receive 5 incoming links, my question is what does google think of such services, is there a penalty for using them?

stay away. don't do it.
google does not like link exchanges, you can be penalized, and any links your get should be relevant to the content of your site, these kind of exchanges generally are not.

I second that.
All link exchanges are risky; those arranged by industrial linkers, much more so.
You need to be 100% in control of all your outgoing links.
