is it better to take an old domain without much content which hasn't had new content added in 3 years and add a bunch of content, do the whole seo thing and build the site up. or would it be better to just start with a new domain/website ?

Either way you are starting out with new content correct? So you might as well take the older domain and start fresh with that instead of having a completely brand new one. It would be good too if that older domain has been indexed already. With a new one, you'd have to wait a bit for search engines to index it.

The older domain might have a bit of an advantage, especially if you keep all the old URLs working.

I'm not so sure that I would buy a domain just to redirect it to another site.
Aaron Wall clocked a Google penalty for doing just that, sometime late last year.

better take the old domain and just do some 'renovations' coz starting from a scratch requires much work
