YES keyword phrases work better then just plain keywords. Meta tags, by and large, do not make much difference to a well-made page. However, if you do use them, it is wise not to misuse them.If the client wants them, then the client should get them.it depends which meta tags and which search engine , google does not care about the meta keywords much but does for the meta description.
