You know the one, you have spent a gazillion hours in research, testing and working things out and just about have a project finished before a firm proposal and sign off has even occurred...what do you call that gap in flow where if things went well it would just all be done, but to have to halt a project and then resume it later will be a totally different scene?

extras:
brain fart contingencies
project stall fees
fees for project delays


I ended up saying something along the lines of: "fees to cover costs for us to re-orientate ourselves to the task"

There has to be a better term available..
what do you say?
