The best sources that I've seen for up to date, authoritative information information on what's going on in Pay Per Click Advertising are:

I also have my own site with PPC articles and reviews that you can find in my profile.

There are two ways to learn:
1. Read a lot of info
2. Open a ppc campaign with cheap keywords and dive in head first and learn from your mistakes.
I learned most of what I know from #2.
