Google has set a rules of each Adwords Account can have only up to 25 ads campaigns and limit to 100 ads groups per each campaign.

I had recently added a campaign with more than 100 ads groups.
and currently i has about 60 Ads campaigns. How do Google measure this?

    Can anyone tell me?

It is possible that Google Reps can manually increase the nubmer of campaigns and ad groups just as they can manually allow more than the total number of keywords allowed.

[Note: I do not KNOW this to be true. I theorize that since you have more than the limits that it MAY be true.]
