I haven't spoken with anyone who has tried it yet. It isn't clear how it would work or what effect it would have on how your ads display.

It is very important that whatever management method an advertiser uses that their ads appear consistently. Ideally that means on the first page for every search on your most important keywords. Anything that causes your ads to appear erratically has negative effects on conversions.

Evidence that consistency is critical is widely available and predates the Internet. Most sales are made to buyers who research first and come back and buy later. If advertisers want to limit spending it is far better to cut back on what they're advertising.

Pause whatever you must to get spending where you want it and leave the ads you decide to run on all the time unless you have extremely compelling reasons to turn them off and on such as only wishing to generate phone calls during business hours.

[Before changing ANYTHING in a Google Adwords account be sure to read the threads in this forum regarding how pausing keywords and ads can cause spending to escalate and take the appropriate protective actions first.]

If that can be done using this feature it may be worth using. If it cannot I would advise against it.
