It's a phrase that used to be used to describe the updates to the Google algorithm and the resulting changes seen in the SERP rankings.
Google used to make regular-ish updates (roughly monthly) and when they made the tweaks ot their algorithm, it would at times, have a drastic effect on who was ranked where in the search results pages.
Now, I'm talking years ago - these days, while the tweaks continue, they are more refined in nature, and the changes not as drastic as some we've seen historicly.
Today, there's less concern about "The Dance". Many of the past changes being implmented were in response to spammer's tactics to rank better.

Updates are continuous.
The best way to keep in touch with events is to read a forum regularly - then ask questions if there's something you do not understand.
It's unwise to join a forum and expect to be spoon fed. SEO is an adult occupation
