What is the going rate for building a site from scratch and working to get it rankked? Just wondering what to charge

factors involved in setting a rate is based on your experience, knowledge and previous success.

you claim to be a SEO specialist, but your questions have been very basic and show a entry level knowledge.

Although I don't know your background, anyone starting out should build a portfolio and already have some success before they start to charge.

As far as SE ranking is concerned, how competitive are the products? The more competitive, the more work required and the greater the cost.

#1 for blackjack - consistent ranking $500,000+

#1 for "left handed xylophones" $5

I have been an SEO professional since 2001. I started and ran a lead generation business built on the back of my rankings for competetive keywords in the loan industry. As my company grew I had less time to spend researching SEO and had to devote more time to running the business, managing employees and such. THATS WHY I AM ASKING "RUDIMENTARY" QUESTIONS. I need to know what has changed in the last few years.

I am MORE than qualified to charge someone for my SEO services.

things have changed somewhat

I cannot give you precise $ to charge, but here are some of my views.

Many more cowbowys have entered the arena, many businesses have grown and extended, established themselves as "experts".

At the end of the day it all is going to come back down to how you value your own time, what you think you are worth, how you present yourself and what your stategy is to get back up and running as an SEO in today's environment.

I personally just put out a shingle to say I am not open to business... then when people approach I can set my fees according to their tone of voice, or just tell them nope!

Prices will still vary across offerings and there are still many doing outragous/unneccesary things for outragous fees.

It's a difficult question when someone that might charge a small fee might outperform someone charging through the roof for little results.

I don't think anyone wants to shut you down on your question, it is rather - a question YOU MUST answer for yourself.

Oh - I will add to that. In my opinion, things have changed technology wise as well. So, it is largely going to depend on your time/ productivity to get things up and running for clients as to how much you would like to charge / vs competition.

So charging per ranking keyword plus an initial set up fee and monthly monitoring charges would be appropriate.

You could use that model, it would depend on what sector your clients are in. Also, if they are new domains you might want to read up on the delay in ranking experienced on google and maybe offer PPC etc along with natural ranking for an establishment time.
