Why is it important to have 2nd tier commission? Isn't it better to spend all the commission money on your direct affiliates?
Can you advise on the best strategy to promote affiliate program?

Solid affiliate programs allow for decent income potential for an affiliate, and pay on time - every time.
The rest is the details. Lots and lots of details...
Make sure you have a very sound payment system in place. Make sure you get on top of payments immediately - if I join a program, then must wait 60 - 90 days for you to sort through sales, verify things, cut cheques, watch the mailbox, etc., then it's unlikely I'll join.
Promise realistic levels of income, too - telling folks that it's unlimited has been overdone.
Increasing percentages based on overall sales volume is a solid perk, too - if I generate more sales, I should get a bigger cut.
Treat every affiliate as if they were an actual partner in your business.
Test ad copy yourself, and give them good tools to work with - don't just say, "Here's a few ads you can use." and leave it at that - if they are going to be successful, and help you along the way, you'll have to help them all the way.
Also, your product had best be in high demand and YOU better be able to offer the end user (via your affiliate), something your competition cannot.
Most folks sign up for affiliate programs, then abondon them within a couple of months when they realize they'll have to actually market their own website and generate traffic to sell the product.
I'll suggest you stick to allowing users to create their own websites, rather than providing them with one - by giving them a subdomain-style site that you create, it limits their ability to fully market their own site. If they have their own, stand-alone website, they can fully optimize it, submit to directories easily, etc.
Plus, you don't want the hassle of maintaining and updating them.
As for promotiing affiliate programs - there are a couple of "directories" out there where most of the big programs list themselves - get into them with your program.
CJ.com is one, well, it's not really a directory as such, but still, loads of folks start with them when researching aff progs. That said, I've used them, and they suck, IMO. They paid me fine, but the programs running did squat on my site (100,000+ PV/month).
Contact some of the newsletters that offer opportunities to readers and have them review YOUR opportunity for their readers.
Check the magazine racks for Home Based Business magazines and the like - check into those websites and see if you can buy ad space, or get your program reviewed.
The usual from me would be SEO and PPC - but be careful with PPC - targeting the same keywords you'd use to SELL the PRODUCT would be a mistake. You'd want to target the making money keywords instead.
Finally, if your own website has good traffic, and be realistic about your volume of actual traffic, then get some links to the program posted. Focus on creating a "sell" page, so when a user clicks on the link to the aff prog, they enter a new "section" of your website - with a slightly different look & feel - keep it clean, professional and business-like.
Offer them multiple payment options (cheque, PayPal, chickens, etc. ), break down the rules clearly and simply. Try to keep the wait-times for theeir first chequ reasonable, and make the ceiling to actually get a payment something realistic, too. (Maybe based on your average sale times however many sales you'd like to see an affiliate average during the month.)
If you are not already offering a newsletter to your users, you might want to try starting one - the goal is to generate your own opt-ed in e-mail list - you could, a couple time each year, remind them all about the affiliate program.
Finally, look for e-mail opportunities - beyond building your own list. There may be legit e-mail lists targeting the make-money crowd, and buying a few drops with them might net you some new afiliates. This can be expensive, though, so ask for a test run of a couple hundred form the list first to verify it's potential, and be ready with money to commit to the larger buy if a company allows the test.
