I found this really interesting
Akamai has set up a distributive system of volunteers to monitor the speed and performance of the backbone of the Lnternet. Info on internet speeds, the top slowest cities, web attacks, high traffic areas and more for the whole world, updated every five minutes...

it would be intersting to see some stats for a retail site, or even youtube or myspace and see if the slow down in activity at certain times correlates to the brownouts and slow speed areas as they move around the world

Seems Chinese servers suffer from lots of attacks. So do Brazil and Venezuela. USA in comparison seems more protected for some reason.
