I want to give users/members that come to my site a free webpage to build themselves. Anybody know of a good program?

You may try sitekreator. If you make your site using this online program and put a mailing list in it, you can send emails to the members of the mailing list with a link to ((URL removed)) and they will be able to make a free 10mb account (as they gives you 10mb free and there are no other fees). That’s how they will be able to make not only 1 webpage but a whole site and then you may have their websites linked from your site if you want. That's approximately what I am doing for my jazz fanclub website.
