OK, I think I already have an answer for this, but in the interest of sharing open thoughts and potentially learning new things, here we go - not to mention, others may encounter this situation:

I have two domains:

Domain A & Domain B - creative, eh? wink

Domain A has roughly 110 inbound, oneway links pointing to it.
Domain B has roughly 1,700 inbound, oneway links pointing to it.

Domain A has a PR of 4.
Domain B has a PR of 5.

I'm seeing three options:

1 - I 301 Domain A to B - no biggie.
2 - I 301 Domain B to A, though would domain A suffer a penalty for suddenly having so many new links pointing to it?
3 - I keep them separate and develop them each on their own.

Here's the rub on option 3 - the sites cover related topics - one on marketing websites, the other on building websites. So, they could be merged into one larger site offering more to users in one place.

I'd love to simply run with option # 2, but suspect it'll end up getting the domain a penalty for too many links at once.

Thoughts? (Specifically on whether that option # 2 redirect would incur a penalty, but all thoughts are welcome.)

if you went for option one and two, I don't reckon you will get penalised for having too many links as the links will still be going to the 301'ed site and not the site you are/would keep.

Think of it more as a splash effect you'll get, the 301'ed site would get the goodies and pass some along to the other site but it would not have the same effect as all those links linking to the live site, did that make sense? sad lol, I even made a diagram wink

one way link ----->site

301'ed site one way link ---->*301'ed site*- - - ->site

the closer together the hyphens the betterer, but that's how I see it anyway

I'd say 3rd option too as you can experiment if need be or maybe even sell one in the future wink lol

3rd Option may be the best option. A site with a PR of 5 is worth latching onto. I have seen many sites with no activity for years, springing to life - good traffic with minimum effort once it gets some due attention.
