Hello,
I have a new site. I know that it is important to be listed in the Open Directory. I've been holding off on submitting since I'm new with low traffic and page rank. Does is do any good to submit at this point? Would it be better to wait until my site has more visiblity? Or, go just go ahead and do it?
I would any appreciate any advice.

They review the content of the site. That is the only thing of any importance.
So you submit it when the site is completely finished, not before.
