I'm giving you the same advise that I give all, and i mean for this to help, not hurt.

In the beginning we had notepad, we hand coded html, then we had a big upgrade to text pad, by the mid 90's we had basic editors such as FT and DW, still great programs as editors. But now, 10 years later websites are more dynamic and require more functionality such as your RSS feeds. Are you a professional web designer, it may be time to move on to the next level. Content management systems. FrontPage has been discontinued by Microsoft and is no longer supported as it has become obsolete. FP has been replaced by Expressions Web and DotNetNuke, a CMS supported by Microsoft. I continue to see designers hold on to the old ways. With a CMS, the RSS requires no programming and is as simple as installing a module. Two clicks and your RSS is done.

The benefit of a good CMS is that you do not have to code everything. I can create websites from news portals, ebay digg and youtube clones, to full social networking sites and they work great.

If your a professional, i highly advise you to modernize or it will be very difficult to keep up with those of us who did.

Now, I did a quick search and found a program called feedmix, you can get it here http://www.extralabs.net/feed-mix.htm, I haven’t tried it but the description fit your requirements, I believe theirs also one called Carp or something like that.
