Hi!
I'm an amateur web designer and a dabbler in digital photography and Photoshop who wants to "professionalize" her skills as quickly as possible and as cheaply as possible. I don't want to enroll fulltime at college, but would like to take several classes to 1. really learn web design. I've made sites for years, mostly with Frontpage. I want to learn css, some flash, dreamweaver. 2. learn some graphic design and 3. become more proficient in Photoshop.
What's the best place in or around New York City to take these types of classes?

Might want to check into community college campuses nearby. They often have short term sessions (one evening a week for 8 weeks type things) that lend themselves to learning the basics. Once you have the basics, you can go from there.
