How i can get Page Rank? (In: Google)

OK, so IIRC, you can run 3 adsense ads per page, plus one text links box.
So, on 95% of one of my sites, this works fine - I'm running a leaderboard in the header, a skyscraper on the left-hand side and another leaderboard in the footer.
I took out the text-links box in the header - too busy with everything else.
Now, yesterday I added 5 new pages to the site...and I altered the design to include a med rectangle inside the content area of the page. (I'm not totally onboard with how it looks yet, as it appears as all the ads group together in one area of the page - yuck - stats will dictate)
Now, the other ads, previously mentioned, all reside in "includes" across the site's pages. These new rectangles actually reside in the pages, so they only appear on these few pages.
This also bumps the number of adsense ads on these pages to four - and I'm no longer seeing the ad in my footer, which backs up the rule of 3/page.
My question is this:
Is it acceptable to allow Google's system to police this, or will I incurr a penalty from G for appearing to "try" to run more ads than allowed on a page?

I wouldn't run more ads then their Terms of Service allows. You run the risk of them removing you entirely from their system, which is worse than just allowing them to 'police' it. In fact, they might even have checks and balances in place that check for that sort of thing. So, I wouldn't do it.
