There are many local search scripts available. Usually your server needs to have CGI enabled as most of the powerful scripts are written in Perl.
If you want to 'design' your own version, then you will have to learn Perl or any other server side languages well.

Also learn to handle database. You need it to store web pages related data.

keshari_sangram, I don't mean to be rude, but if you are truly that clueless as to where to start, then perhaps such a project is over your head.
I realize we do get a lot of beginners here, but "send me details with some code" is not how you learn to do things for yourself. Prowler and Dinkar have already given you some good advice.
