Does anyone know a script methodology that will actually work?
I need my visitors to be able to successfully upload files.

There are many hundreds of PHP and other scripts out there. This has to be done on the server.
You need to be fully aware of all security implications in allowing that sort of access to your server, though.

PHP has built-in FTP capabilities. Forget about methodologies. If you have a permissions problem, you are going to have to say more than you have indicated here. What are you trying to accomplish?
